In the past year, I have written several stories about Government initiatives to help what it perceives to be under-represented groups start their own small businesses.
There is an electronic petition online at www.no2id-petition.net calling for the Government to withdraw its plans for introducing ID cards.
Members of the Shout99 network were recently invited to participate in an online consultation about what you want from Government IT. Simon Banton, Shout99's Webmaster, has posted his contribution to the debate, which I have reproduced here, as it raised the question of the intent of communications rather than the practical issues.
It is clear from many of the questions and comments posted on Shout99, that many freelancers and small businesses are internationally mobile.
I recently had a call from a firm of accountants who had reached an impasse with one of their contractor clients. They felt he was inside IR35; he felt that he could make a case he was outside. Unable to convince them that he had a case, he suggested they contact Shout99.
After more than four years working with Shout99 and advising freelancers on their tax and status issue, Kevin Miller, is moving on to take a position with accountants Ernst & Young.
I recently wrote an article for Shout99, Killing the goose..., which raised the argument that the Government's policy towards small businesses was in danger of stiffling the entrepreneurial sector it sought to promote.
The Government has made much play about the need for a vibrant and flexible entrepreneurial sector of the economy, to equip the country to compete on a world stage in high technology and knowledge-based industries.

From time to time, the Oxford English Dictionary introduces new words which have found their way into the English language or whose meanings have changed substantially. There seems to have been a subtle change in the language related to 'tax' issues and a shift in the meaning of 'tax avoider' and 'tax evader' in the context of small businesses. Perhaps the time has come for some honesty in the current definitions from those who use them.
I have had some queries about the 'Ask An Expert' section of the Shout99 site, so thought it might be useful if I explained the purpose and structure of it.
