Has the UK lost your skills?

I recently wrote an article for Shout99, Killing the goose..., which raised the argument that the Government's policy towards small businesses was in danger of stiffling the entrepreneurial sector it sought to promote.
During the ensuring discussion on that story, several comments showed that some highly skilled individuals had permanently removed their skills and experience from the UK economy by moving overseas or by turning to completely different professions or businesses.

Clearly, UK plc loses out in this scenario not only by the loss of highly skilled individuals but also in the 'tax-take'.

It was suggested we start a separate thread to see the impact of the uncertainty of the current climate in which small businesses have to operate.

I've started this thread for those cases where the Government's policies have caused businesses to close down, relocate or transfer into other areas.
