Q2. What is the Conservative's position on 'income shifting'?

To move on to the second most 'popular' question: income shifting or Section 660.
Most people here will know the background, but to summarise...HMRC lost a high profile case involving Arctic Systems in the House of Lords. They were trying to prevent a husband and wife or close partners 'shifting' income in the form of dividends between themselves. The Government's response to their defeat was to announce legislation to prevent this practise, which had in itself been promoted by a Government agency.

The consultation which followed led to universal criticism of the proposals as unworkable. So the Government has temporarily shelved the project - at least until 2009 which, I suppose could imply, that there is a Income Shifting II in next week's Pre Budget Report.
