AS2013 (3): HMRC's tax guide - but no mention of IR35

HM Revenue and Customs has produced a 16-page guide for small firms in order to guide them through the tax rules and administrative burdens.
However, it makes no reference to IR35 despite repeated calls in the IR35 Forum and more recently in the House of Lords Select Committee that there should be more information about the contractors tax available to start-ups and existing small forms.
