Opt out required but can't opt back in?

My next contract forces me to opt-out, as most agencies do. I've never worried because I knew I could always opt in. But ....
I've been sent an opt-out "agreement" by XXX Ltd (the agency) which contains the following wording:

"The individual is free to withdraw from this Opt Out Agreement by giving not less than four weeks written notice to XXXX Ltd. Where notice is given after the commencement of any assignment the individual accepts that the Regulations shall not apply until the commencement of a new assignment."

This is unusual, and I wonder if it is legal. Can they really take away my right to opt back in?
