AS2015 (2): Feared IR35-style clampdown does not appear

There was a collective sigh of relief around the freelancer community as the feared IR35-style clampdown on contractors was conspicuous by its absence.

A few weeks ago, two national newspapers speculated that contractors would be forced on the payroll after working for a client for more than a month.(See: New idea for freelancer crackdown would cause 'untold damage' - Shout99,Nov 2016). Advertisement At the time, SHout99 suggested that this could be a 'kite-flying' exercise when Government Departments want to test the reaction prior to an official announcement. The reaction from the freelancer world sent a clear message that this would be cause considerable damage to this sector of the economy. Whether the Government has listened and ditched the idea.....or whether it is just taking a 'time-out' is for the future to show. Freelancer group IPSE organised a letter writing campaign for their members to target their own MPS. Its Chief Executive Chris Bryce said: "We did not hear the expected response to HMRC’s discussion document on the IR35 small business tax. The Government has rightly decided to take more time to reflect on any reform to this unwieldy and burdensome tax. "We are reassured that the Government has listened to IPSE, other business groups’ and our members' serious concerns on this and we will continue to work with Government to ensure a fair tax system for freelance businesses."
