When is a closure notice not a closure notice?

Way back in 2004 my local tax office opened an enquiry into my 2001/2002 tax return, they updated my assessment and I paid it. All completed, or so I thought until a Follower Notice And APN turned up a week ago.
That year I started using one of the tax avoidance schemes - the other years are sorted. But 2001/2002 I thought was closed. The local tax office sent me a letter at the time of the enquiry "... I have completed my enquiry and ... the conclusion is the revised assessment....". Does that letter close the enquiry ? I think it does but HMRC say it is open. The APN that has just turned up is for a significant sum but as I didn't know anything about it I've made no provision for it or the sizeable amount of interest it has accrued over the last 14 years.

Any help or advice would be much appreciated.
