Public Body - Work on Fixed price project

My client is trying to be as flexible as possible, would a fixed price project protect me from the IR35 determination?
My client is bending over backwards to help with the impending changes. He does not want to see my experience walk out of the door.

I have suggested and received initial agreement to terminating my current contract, then providing development effort by fixed cost projects.

I'm hoping this would get me out of the client having to make any determination at all, as the current suggestion is that a blanket "inside" decision is coming.
