Following this draft consultation paper and the comments made by members of the Shout99 network coupled with survey results I put together the attached discussion paper.

Mark Prisk and I wanted a broad section of the various stakeholder organisations involved in this sector and I am pleased to report that representatives from the following organisations have confirmed their attendance

Shout99 will be reporting on the outcome of the seminar.
