A coalition of advocates for American workers has added a seventh organisation asking Congress to amend or abolish H-1B and L-1 foreign worker visas which are displacing American workers. The Programmer's Guild, founded by long-time technology worker champion John Miano, has joined the Coalition.
The Programmer's Guild promotes the programming profession and lobbies on issues that affect members of the programming profession. Recently the Programmer's Guild lobbied against the damage to the American worker caused by the L-1 visa. Although many Americans know about the H1-B program, they are not aware of the even more insidious L-1 visa program. The visa allows corporations with international offices to bring an unlimited number of technology workers from offices overseas to work in this country, without a requirement to consider qualified Americans first. The employer is not restricted on salaries paid or on benefits given to foreign replacement employees. The American worker is then often placed in the demeaning position of training his replacement.
Congresswoman Rosa DeLauro (D-CT) has introduced House Bill 2702 to amend the Immigration and Nationality Act with respect to the admission of L-1 intra-company transferee non-immigrants. "House Bill 2702 provides caps on the number of L-1 visas that can be issued, and some layoff protections for the American worker." states Glenn Jackson, President of the National Association for the Employment of Americans and a professional of the IT industry who has been directly displaced by this growing crisis. "This is a step in the right direction, but it is now clearly past time for the U.S. Senate to get involved in protecting the American worker."
