In 1999, Kevin was one of the first people to identify the problems associated with the Budget's press notice number 35, which led to the measure which became known as IR35.
Since then, Kevin has worked to help and advise freelancers to mitigate the risks. On Shout99, he has been a regular contributor with detailed analysis of technical issues and has been one of the Shout99 panel in 'Ask An Expert'.
He also worked with Qdos Consulting to help develop Shout99's Freelancers Outside IR35, the business operating system which helps freelancers run their businesses outside IR35 and provide protection against Revenue disputes.
As well as contributing to Shout99, Kevin has written several technical papers about IR35 and spoken around the country at many conferences and seminars.
Kevin will continue to work on issues affecting freelancers in his new post at Ernst & Young. He will be working with tax expert, Anne Redston, on technical and client work related to IR35, Section 660A and other issues of relevance to contractors and the wider contracting industry marketplace.
