Former PCG director, Philip Ross, has written a book, The Freedom to Freelance, outlining the story of how contractors used the internet to band together in 1999 to fight the new tax, IR35. It was the first time technology had been used in this way and brought about the first e-petition, the first 'flash mob', co-ordinating MPs letters, a mass Parliamentary lobby and the early use of 'crowdfinancing' to challenge the Government in the courts.
