Negotiated rate reduced due to intermediary

An hourly rate for a contract in NL that was sustainable in terms of overheads was agreed with the agency, and the offer was accepted.
The agency now states it must use an intermediary tax management company, presumably to 'insulate' itself from unforeseen liabilities.

However the cost of this (~2 eur/hr) is now being deducted from the net rate paid.

I thought I was negotiating an hourly rate for my contracting company, not for the intermediary's benefit !

Shouldn't the agency be taking the hit since it's really an insurance for them ? Also it's not the rate I specified during negotiations - if I'd known I would have upped by the required 2 eur.

I did state that the required rate to be the minimum economic amount for me to consider the work, given the overheads and expenses.
