HMRC is running a time-limited campaign to encourage people to get their tax returns in order on favourable terms.
This is a common approach by HMRC who targets a specific group or region with the promise of 'a carrot' if they volunteer information by a certain date, and the threat of a 'stick' if the taxman comes after them after that date.
