Contractors involved in company reorganisation

Oil companies are currently conducting worldwide reorganisation processes in order to cut operating expenses.
My current end client is conducting a company reorganisation process in order to reduce both contractor and staff positions. Once the employee consultation process is completed, my end client is expecting to fill any available positions with the most skilled contractors. At that point, the company (end client) will open up an Expression of Interest process for contractors in order to nominate themselves (on an individual basis) for remaining vacant positions.

Would I be 'caught' by IR35 if I participate in this reorganisation process by nominating myself for one the contractor vacancies?
Should I ask my recruitment agency to be involved on this rather than myself? I am a contractor working through my LTD company.
