No Poaching Agreements?

Is this legal? I'm working within the civil nuclear industry and contracting direct with one of the Sellafield Axiom consortium members.
(This is made up of Amec, Jacobs, Mott McDonald and Assystem)

I have been trying to move to one of the other companies but agents are feeding back that there is an no poaching agreement between these companies which is preventing me from moving to these other companies yet there is nothing in my contract to say I can't move there.

Where do I stand?
