My end client has imposed across-the-board rate cuts on their contractors.
Does my agent need to produce a complete new agreement for the remaining time of the contract to be re-signed by both parties? or just an updated confirmation note (via email) would be fine?

As you are in a contract, the end client cannot impose new terms.
The client can propose new terms - for your agreement, although you are not obliged to accept.
By imposing revised terms, on a "take it or move on" basis, the end client is in breach of contract.
Therefore, if you wanted to, you could probably sue for breach of contract, although I don't know what you would actually gain from it.
More likely, you would want to continue with this contract, even on reduced terms. In which case, I would suggest that a revised contract would be the proper way to proceed, otherwise there is a suggestion of "Control", which is undesirable.
