Two years ago, it was decided to improve and clarify the administration of the controversial contractor-tax, rather than abolish or suspend it. Now, one of the bodies involved in that decision, the IR35 Forum, has reviewed and made further recommendations on the other body, HMRC, also on IR35 Forum, who were charged with improving the administration.
Most of the 30-odd recommendations deal with raising the profile of the tax and improving accessibility to the information available. HMRC was fairly non-committal about many of the recommendations, but there was agreement to improve and increase some of the online information.

2015 - Year of the umbrella?
Umbrella workers have been in the spotlight this year with a Government review on their status and now a tribunal ruling which suggests that they would not have any protection when client switches provider.
The Government's review has led to a consultation document on proposed ways forward relating to travel and subsistence claims and, once again, there are concerns among the compliant umbrella companies that their business model might be caught up in the net aimed at catching the 'rogue' operators.
