Budget2016 (5): 'Missed opportunity' for contractors

Representative group, PRISM, was more disappointed about what was not in the Budget than pleased with the measures which the Chancellor announced.
PRISM had been lobbying for a strategic review of all the legislation affecting contractors and for a rethink on the abolition of the tax relief on travel and subsistence.

Their chief executive, Crawford Temple, was disappointed that neither registered with the Chancellor.

Crawford said: "The Chancellor has not announced a strategic review of legislation affecting contractors which PRISM believes is a huge missed opportunity. He is forcing the employment intermediary sector to soldier on without any clear recognition for the third key way workers choose to be engaged in modern Britain, as contractors.

"Our members are still unable to invest in the future with any certainty and the country's growing army of contractors will continue to suffer the worst of both worlds. They are treated as 'employees' by the taxman despite identifying more with the self-employed in the way they choose to work. It is important to remember these are people with no job security who lack the same access to support, benefits and pensions available to ordinary employees.

"For that reason, PRISM has campaigned for a strategic review and gained broad cross-party support. It is disappointing therefore that Mr Osborne has not listened to MPs on that issue or to the concerns of contractors and the intermediary sector on the subject of travel and subsistence relief. Mr Osborne is pressing on with the changes without any attempt to more fully understand the structures used by modern businesses in their engagement of workers.

"PRISM believes this will push up costs for some public sector employers as well as reducing the flexibility of the workforce which was a key factor in helping the UK come out of recession and achieve growth ahead of other countries."
